Key expert positions in Albania
Project title: Population and Housing Census, Albania 2011
We are looking for Key experts in statistics and social surveys (expected starting date: November 2010) with the following profiles:
Key expert 1: Team Leader (indicative number of working days: 440)
Location: Tirana, Albania
Duration: 24 months, full time position (440 working days)
Starting date: November 2010
The minimum requirements for the senior expert are following:
- The Team Leader (TL) will have overall responsibility for the smooth running and timely implementation of the project, the efficient use of project funds and for the field management of the team of experts.
Qualifications and skills
- University degree in statistics, demography, social sciences, sociology, political science or any other relevant discipline;
- Specialisation in public administration and/or human resources management will be an advantage;;
- Have very good knowledge of English language, including effective spoken presentation and written reporting abilities.
General professional experience
- At least 7 years of professional experience in the field of statistics;
- At least one experience in the management of social surveys;
- Experience in Potential Candidate/Candidate countries and/or Eastern European countries will be considered an advantage.
Specific professional experience
- At least 2 years of working experience in demographic and social statistics;
- Knowledge of European census environment or Censuses in Balkan regions including EU and UNECE standards, definitions and recommendations would be an asset.
Key expert 2: Census Methodologist and Field Operations Manager
Location: Tirana, Albania
Duration: 24 months, part time position (220 working days in 24 months)
Starting date: November 2010
The expert will assist INSTAT in the preparation of census questionnaires, field manuals and training materials; the organisation of a Post Enumeration Survey; and the provisions of relevant training. The expert will also assist INSTAT in the organisation of fieldwork operations, procurement, distribution of Census materials, coordination with regional offices and training.
Qualifications and skills
- University degree in statistics, demography, or another relevant discipline;
- Specialisation in public administration and/or human resources management will be an advantage;
- Have very good knowledge of English language, including effective spoken presentation and written reporting abilities.
General professional experience
- At least 5 years of professional experience in the field of statistics;
- At least one experience in the conduction of large surveys;
- Experience in Potential Candidate/Candidate countries and/or Eastern European countries will be considered an advantage.
Specific professional experience
- At least 2 years of proven experience in managing census field operations or large scale surveys at national and/or local levels
- Knowledge of European census environment, including EU and UNECE standards, definitions and recommendations, and European procurement processes would be an asset.
Key expert 3: Census Data Dissemination Coordinator
Location: Tirana, Albania
Duration: 24 months, part time position (220 working days in 24 months)
Starting date: November 2010
The expert will assist INSTAT in the coordination and implementation of a dissemination process and prepare a tabulation plan in line with users’ requirements and Eurostat recommendations; assist in the analysis of preliminary and final data; develop small area spatial analysis and thematic maps; design and implement a web-based GIS application.
Qualifications and skills
- University degree in statistics, information technology or another relevant discipline;
- Specialisation in public administration and/or human resources management will be an advantage;
- Have very good knowledge of English language, including effective spoken presentation and written reporting abilities.
General professional experience
- At least 5 years of professional experience in the field of statistics;
- At least one experience with data processing;
- Experience in Potential Candidate/Candidate countries and/or Eastern European countries will be considered an advantage.
Specific professional experience
- At least 2 years of professional experience in data analyses/dissemination of results.
